Baltic TSOs – AS „Augstsprieguma tīkls”, AS Elering and AB Litgrid on August 7th completed Public consultation regarding the "Terms, Conditions and Methodologies on Cross-Zonal Capacity Calculation, Provision and Allocation within the Baltic States and with the 3rdCountries” (hereinafter –Rules). The Rules will apply for capacity calculation and allocation within Baltic States and with 3rd Countries, subject to relevant NRA(s) approval.

On September 15 Baltic TSOs submitted reviewed draft Rules to Baltic States’ National Regulatory Authorities (Estonian Competition Authority, Public Utilities Commission of Latvia, National Commission for Energy Control and Prices of the Republic of Lithuania, hereinafter – Baltic NRAs) and asked for their review and approval of the submitted Baltic Rules.

This is the next step in the overall process for the review of the currently effective Rules were the expected commencement of operation in the beginning of 2016 of two new Baltic linking interconnections – connecting Lithuania with Sweden (NordBalt) and Lithuania-Poland (LitPol Link) and expected entering into force of European Commission’s “Regulation establishing a Guideline on Capacity Allocation and Congestion Management”.

Once passing the Public consultation and approved by NRA(s), the Rules will be the applicable set of rules for capacity calculation and allocation within Baltic States and with 3rd Countries from 1st of January 2016 and beyond.
