In order to commence synchronous operations with Europe, AST is implementing development project in three areas: power grid infrastructure reinforcement ensuring the reliability and stability of the energy system, including introduction of the balancing and frequency control capability and market management process digitalization.
Synchronous operations with continental Europe take place in conformity with the connection agreement concluded on 27 May 2019 between the Baltic States PSOs and Europe's PSOs and the catalogue list of technical measures attached to it. In accordance with the decision regarding accelerated synchronisation, in cooperation with continental European PSOs, the Baltic States' PSOs developed an acceleration synchronisation roadmap.
Work on the commencement of synchronous operations is taking place in conformity with the approved programme and roadmap. Synchronisation with continental Europe is taking place through the Lithuania-Poland interconnection "LitPol link", with the prior disconnection of all interconnections between the Baltic States and Russia with Belarus. Prior the commencement of synchronous operations, the Baltic States will conduct an isolated operational test (in "island mode").
The connection of the Baltic energy system to the European energy system is planned for the afternoon of February 9
On February 8 and 9, the planned disconnection of the Baltic energy system from Russia and synchronisation with the European energy system will take place in three stages.
In the first stage, all interconnections will be sequentially disconnected at the Königsberg (Kaliningrad)-Lithuania, Belarus-Lithuania, Russia-Latvia, and Russia-Estonia borders.
In the second stage, the Baltic energy system will temporarily operate in an island mode as a separate synchronous energy system without a synchronous connection to any other energy system. During the island mode frequency and voltage tests will be carried out. The aim of the tests is to assess the procedural and technical measures of the Baltic States for maintaining frequency and their ability to cope independently.
In the third stage, the Baltic energy system will be prepared for synchronisation, and a synchronous connection will be established with Poland's energy system via the LitPol Link transmission line.
The disconnection process from the BRELL network will take place on Saturday, February 8, from 6:00 AM. The connection to the European energy system is scheduled for Sunday, February 9, around 2:00 PM. Times may vary depending on circumstances.
