The Baltic TSOs launch a public consultation on amendments to the harmonised principles for Baltic LFC reserve prequalification

On May 31st 2022, the Baltic Transmission System Operators (Baltic TSOs) Augstsprieguma tīkls, Elering and LITGRID had jointly prepared harmonized principles for Baltic LFC reserve prequalification, hereinafter Principles.

Baltic TSOs, taking into account the technical capabilities of technical units connected to the grid before the European Commission Regulation 2016/631 establishing a network code on grid connection requirements applicable to generators and 2016/1388 establishing a network code on demand connection creation, have corrected Chapter 3 of the Principles, allowing to qualify these units by fulfilling the technical requirements that existed in the network at the time of connection.

Articles 155 (1) and 159 (1) of the European Commission Regulation (EU) 2017/1485 establishing a guideline on electricity transmission system operation require each TSO to develop an FCR and FRR prequalification process and to make publicly available the details of the FCR and FRR prequalification process.

Public consultations on the harmonized principles for Baltic LFC reserve prequalification document will take place from 31 May to 30 June this year (inclusive), and the materials can be found on the websites of the Baltic TSOs. The Baltic TSOs will jointly review the results of the public consultation and prepare the amended Principles, which are the basis for the national regulations of each Baltic State.
