Revised Rules for providing the balancing service under the system ancillary service agreement, Balancing market rules, Technical and data exchange requirements for reserve unit, related terms and annexes for operation with European mFRR balancing energy exchange platform MARI
Latvian transmission system operator JSC "Augstsprieguma tīkls" (AST) has developed and publishes revised Rules for providing the balancing service under the system ancillary service agreement (hereinafter- Rules), Balancing market rules, Technical and data exchange requirements for reserve unit (hereinafter- Technical and data exchange requirements), related terms and annexes.
AST, fulfilling the requirements of Article 20(6) of Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing (EBGL), will join the European platform for the exchange of balancing energy from frequency restoration reserves with manual activation (hereinafter- MARI). The mentioned changes in the balancing market make it necessary to develop amendments to the above-mentioned documents.
Amendments to the Rules, Balancing market rules and Technical and data exchange requirements are related to joining the MARI platform, which is planned for October 2024, but the exact date cannot be determined now, as it depends on the successful completion of relevant testing processes. Therefore, the Rules, Balancing market rules and Technical and data exchange requirements are applicable only when AST initiates balancing in the respective control area, the AST control area after joining the MARI platform will be the territory of Latvia. Accordingly, the currently valid version of the Rules, Balancing market rules and Technical and data exchange requirements shall become invalid with the entry into force of the new version of the Rules, Balancing market Rules and Technical and data exchange requirements, which is related to starting balancing in the control area, i.e. joining the MARI platform.
About the start of balancing in the control area and, accordingly, the start of the application of the new version of the Rules and Technical and data exchange requirements, which are part of the System ancillary service agreement, AST will publicly notify the balancing service providers at least 1 (one) working day before the start of balancing in the control area, as well as send a notification to the relevant balancing service provider e-mail address, which is specified in the System ancillary service agreement.
