Public consultation for amendments to the Baltic balancing capacity market proposal
On January 21, 2021, JSC "Augstsprieguma tīkls" together with the other Baltic transmission system operators (TSOs) prepared and published the Baltic Load-Frequency control block (LFC block) concept, which described plans for establishing and implementation of methodologies and processes necessary for operation of Baltic LFC block, including introduction of common Baltic balancing capacity market. Baltic TSOs have prepared common proposal for Balancing capacity market pursuant with Article 33(1) and Article 38(1) of the Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing.
After revision of the public consultation questions, the Baltic balancing capacity market proposal, its annex, and answers to the questions were submitted to the national regulatory authorities (NRAs) of the Baltic states for consideration on April 20, 2023. According to the NRA's assessment and corrections, the proposal was further amended. On February 6, 2024, Baltic TSOs received final confirmation of the Baltic balancing capacity market proposal from the NRAs. On February 13th, 2024, the Baltic balancing capacity market proposal was published.
The Baltic TSOs aim to correct a minor mistake in the definition of the objective function in the methodology for the market-based cross-zonal capacity allocation methodology for the exchange of balancing capacity or sharing of reserves in the Baltic CCR which affects the Balancing capacity market proposal as well. The correction is crucial for the correct assessment of forecast value of cross-zonal capacity for the day-ahead market. As 13such, the public consultation will take place from 13 August to 14 September this year (inclusive).
