In order to inform stakeholders about the development of the Baltic balancing market, the Baltic TSOs have previously published the Baltic Balancing Roadmap, which outlines that the accession of AS "Augstsprieguma tīkls" to the PICASSO platform, simultaneously with the implementation of the aFRR market, is planned for January 2025. PICASSO is a platform that provides coordinated exchange of balancing energy from frequency restoration reserves with automatic activation (aFRR) and coordinated imbalance netting in Europe.

However, due to technical reasons beyond the control of the Baltic TSOs, the accession of the Baltic TSOs to the PICASSO platform has been delayed, without a clear indication of the potential accession date. Information on the the launch of the aFRR market will follow.
