
For the reliable and stable operation of the electricity system, the AST dispatcher control and data centre “Jāņciems” was built to meet the requirements of modern critical infrastructure buildings, and the production base at Dārzciema Street 86 was rebuilt. This project was of critical importance for the reliable management and operation of the energy system. It was granted the status of an object of national interest in 2022 and was included in the AST electricity transmission system ten-year development plan approved by the Public Utilities Commission.
As part of the project, a new modern security-compliant main dispatcher control and data centre of the Latvian energy system was built at Dārzciema Street 86 in Riga. In addition, the entire production base was renovated, which included approximately 40 buildings, ranging from equipment control rooms and inspection laboratories to transformer oil purification facilities and specialised transport service premises.
The existing buildings at the site were mainly built during the period from the 1930s to the 1960s, whereas newer buildings were built during the 1990s. Due to the deteriorating condition of the buildings, it would be more economically justifiable to dismantle 50% of them and rebuild them anew, while one third require significant reconstruction in order for them to be used in future. The new project will make it possible to reduce energy resource consumption by up to 50%.
For the implementation of this major project, EUR 38.1 million have been secured in European Union Recovery and Resilience Facility funding, of which EUR 27 million have been allocated for the construction of the dispatcher control and data centre, and reconstruction of the production base territory and building complex, while EUR 11.1 million have been allocated to information systems infrastructure and grid management digitalization, with the implementation of the project having next to no impact on the electricity transmission tariff.
Construction of the "Jāņciems" dispatcher control and data centre and reconstruction of the production base territory and building complex are being performed by SIA NEWCOM Construction for EUR 44,011,768.47 excluding value added tax. The project must be completed by 30 September 2027.
Its implementation will take place in three stages. The first two stages are financed from the Recovery and Resilience Facilities funds, while the third stage will be financed from AST budget.
The implementation of the first stage began in March 2024 and continued until April 2025, during which warehouse buildings, utility buildings, workshops were demolished, and new warehouses and production buildings were built.
The second stage was launched in January 2025 and continued until July 2026, during which the office buildings and laboratories, spare parts warehouse and central warehouse buildings located in the courtyard of Dārzciema Street 86 were demolished. During the second phase, the office building visible from the Dārzciema Street roadway was also completely rebuilt.
As part of the office building reconstruction, a message to future generations was embedded in the building's foundations on 7 July 2025. More information is available here.
On 28 May 2026, the State Construction Control Bureau accepted the works completed during the second stage for operation and the furnishing of the building was commenced. More information is available here.
The third stage commenced in April 2026 and will be implemented until September 2027, the main task of which is to construct a new Transport Division building and checkpoint. This phase will be financed using AST resources.
