Changes in the existing external power system balancing service conditions

European network of transmission system operators for electricity (hereinafter – ENTSO-E) has developed draft Network Code on Electricity Balancing (hereinafter –NCEB), that describes balancing principles which European TSOs have to comply with. NCEB states that ensuring balancing of transmission system by purchase/sale electricity has to be performed among TSOs. Aforementioned requirement is included in NCEB, due to the fact that procurement of balancing energy from trader operating in area covered by TSO’s licence, can produce benefits in relation to other electricity market participants.

Due to the above-mentioned Baltic TSOs decided from 1 January 2015 to change the existing external power system balancing service conditions by concluding new contracts with each other and with external balancing service provider.

According to the contracts’ terms, there will be change in external balancing energy pricing principles of the system for Baltic electricity systems, but “The methodology to imbalance electricity prices calculation” published by „Augstsprieguma tīkls” AS stays unchanged.
