Baltic TSOs' exemption in accordance with EBGL Article 34(1)

On January 21, 2021, JSC "Augstsprieguma Tīkls" together with the other Baltic transmission system operators (TSOs) prepared and published the Baltic Load-Frequency control block (LFC block) concept, which described plans for establishing and implementation of methodologies and processes necessary for operation of Baltic LFC block, including introduction of common Baltic balancing capacity market.

Commission regulation 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing (EBGL) Article 34(1) requires for TSOs to allow balancing service providers to transfer their obligations to provide balancing capacity within the geographical area in which the procurement of balancing capacity has taken place. At the same time it also foresees the possibility for TSOs to request an exemption to this article.

On June 15, 2023, Baltic TSOs had prepared a common proposal seeking input from stakeholders and market participants for the exemption in accordance with EBGL Article 34(1). The Baltic TSOs jointly reviewed the results of the public consultation, prepared the finalized proposal for exemption for EBGL Article 34(1), and submitted it to national regulatory authorities of the Baltic states.

On February 29, 2024, the Latvian regulator provided its' approval of the submitted finalized proposal for exemption for EBGL Article 34(1). The finalized proposal for exemption can be found below.
