AST and Elering reached a bilateral agreement on the rules of cross-border capacity calculation and allocation

Augstsprieguma tīkls (AST) and Elering reached a bilateral agreement on the rules of cross-border capacity calculation and allocation from 1 January 2014. In the agreement, the calculations of the capacity given to market’s disposal are based on rules in force today. In addition, calculations for giving free capacity on the Estonian-Latvian border for intra-day trade and allocation on the NPS Elbas market platform have been added also by Elering (AST did alredy from 10th December).
The bilateral agreement was developed after the Lithuanian TSO Litgrid announced that they will unilaterally implement their own calculation model, after failing to reach an agreement with the Estonian and Latvian TSOs.
The temporary contract between AST and Elering will be in force until new bilaterally agreed and accepted by the Latvian and Estonian regulators on rules will come into force which will stipulate cross-border capacity calculation and allocation to provide Estonian and Latvian traders to bid their deals also in Estonia-Russia and Latvia-Russia cross-border biding areas.
