The Baltic TSOs launch a public consultation on the exemption in accordance with EBGL Article 34(1)

On January 21, 2021, JSC "Augstsprieguma Tīkls" together with the other Baltic transmission system operators (TSOs) prepared and published the Baltic Load-Frequency control block (LFC block) concept, which described plans for establishing and implementation of methodologies and processes necessary for operation of Baltic LFC block, including introduction of common Baltic balancing capacity market.

Commission regulation 2017/2195 of 23 November 2017 establishing a guideline on electricity balancing (EBGL) Article 34(1) foresees the possibility for TSOs to request an exemption to this article. Baltic TSOs have prepared a common proposal and are seeking input from stakeholders and market participants for the exemption in accordance with EBGL Article 34(1). Provided feedback will be assessed by Baltic TSOs and answers to the questions and comments will be provided together with updated proposal for exemption for EBGL Article 34(1). Please take note that comments received during the public consultation may be kept anonymous, if the party providing comments indicates to remain anonymous.

Public consultations on the proposal for exemption for EBGL Article 34(1) will take place from 15 June to 16 July this year (inclusive). The materials can be found on the websites of the Baltic TSOs. The Baltic TSOs will jointly review the results of the public consultation and prepare the finalized proposal for exemption for EBGL Article 34(1).
